The Building Age-Friendly Rural Systems webinar brings together leaders from the aging and rural health fields to explore approaches for supporting older adults and family caregivers. LSA's own Regan McManus will join a panel to share research, lived-experience insights, and implementation resources to help policymakers, health systems, aging and disability organizations, and community partners strengthen rural health, caregiving, long-term services and supports, and cross-sector collaboration.
We’re pleased to share the virtual stage with UC Davis Health, The John A. Hartford Foundation, the California Collaborative for Long-Term Services and Supports, The SCAN Foundation, and the National Rural Health Association.
CommonSpirit Health Community Grants aim to improve the health and well-being of vulnerable and underserved populations in the communities we serve.

ADVOCACY ALERT
Congress Enacts Continuing Resolution Through December
Government Funding Secured Through December 11
Congress has finalized a bipartisan continuing resolution (CR) to fund the federal government through December 11, and the President has signed the measure into law. The House approved the Senate-passed bill upon returning from the August recess, averting a government shutdown ahead of the November midterm elections and delaying broader FY 2027 funding negotiations until after Election Day.
OMB Grantmaking Rule Delayed
A key provision for nonprofits and other federal grant recipients was retained in the final law. The CR delays implementation of the Office of Management and Budget's proposed overhaul of federal grantmaking rules, which would expand the role of political appointees in grant decisions. Many lawmakers have expressed concern that the proposal could undermine traditional merit-based review processes and increase executive branch control over federal funding decisions. The enacted CR temporarily blocks the rule through December 11, providing Congress additional time to review and potentially address the proposal through future legislation
Defense Hawks Push for Reconciliation 3.0
Meanwhile, some House Republicans continue to advocate for a third budget reconciliation package focused on defense spending. House Armed Services Committee Chairman Mike Rogers (R-AL), Defense Appropriations Subcommittee Chairman Ken Calvert (R-CA), and House Armed Services Committee Vice Chairman Rob Wittman (R-VA) are urging the Senate to advance "Reconciliation 3.0" to address concerns over defense funding shortfalls. Calvert told reporters that a third reconciliation bill "would plug a lot of holes until we can get something else passed."
What Comes Next?
Congress will now turn its attention to year-end funding negotiations and any remaining opportunities for additional reconciliation legislation before the end of the year. We remain vigilant in following any discussions or updates related to additional budget reconciliation bills, but at this time, the path for passage for such bill(s) ahead of the midterm election continues to narrow.
