Risk of Partial Government Shutdown Grows Amid DHS Funding Standoff
Congress has until January 30 to finalize the remaining federal spending bills or face a partial government shutdown. While six of the 12 annual funding bills are already enacted, the path forward for the remaining measures is uncertain.
Last week, the House passed a large funding package covering the Pentagon and Departments of Health and Human Services, Labor, Housing and Urban Development, Transportation, and Education, while rejecting many of the Trump Administration’s proposed cuts and agency reorganizations, including the creation of the Administration for a Healthy America. The bill also adds new grant and contract reporting requirements, renews FY 2025 Continuum of Care homeless assistance grants for 12 months, and bars the IRS from targeting individuals or groups based on political ideology.
House lawmakers also narrowly approved a separate bill to fund the Department of Homeland Security (DHS), but Senate Democrats are now threatening to block the measure following a second fatal shooting by federal immigration agents in Minnesota. They are seeking policy changes to ICE operations as part of any DHS funding agreement.
Without a bipartisan Senate deal by January 30 to pass the larger package and the separate DHS bill—and subsequent House approval, despite the chamber being in recess—parts of the federal government could shut down, causing significant disruptions to federal grants and contracts.
