What's happening:
After hours of negotiations, procedural votes, and other hurdles, the Senate passed its version of the budget reconciliation bill on Monday afternoon on a 50-50 vote, with Vice President Vance providing the tie-breaking vote and sending the bill back to the House of Representatives for a final vote.
Three Republicans — Sens. Rand Paul (KY), Thom Tillis (NC) and Susan Collins (ME) — voted against the bill.
While the bill underwent major changes from the House version and the original Senate text, many components harmful to Medicaid remain, including work reporting requirements and other provisions that will negatively impact eligibility and enrollment, as well as cuts to provider taxes.
According to the nonpartisan Congressional Budget Office (CBO,) the bill would cut nearly $1 trillion from Medicaid and leave approximately 17 million fewer people insured at the end of the 10-year estimate—meaning, far steeper cuts and greater deficits than the original House version.
State of Play and Timing:
Even with so much at stake, Congressional leadership continues to push ahead to meet their July 4 deadline.
Action on the bill now moves to the House, where Republican leaders say their chamber will consider the bill “immediately” with the goal of having it signed into law by Independence Day.
There are currently two Republican members who have communicated firm opposition to the bill(Rep. Massie (R-KY) and Rep. Valadao (R-CA), from the fiscal conservative and Medicaid moderate camps, respectively)with multiple other Republican representatives expressing their concerns with supporting the Senate's version of the bill. Given the tight margins, this marks an opportunity to halt the bill on the House floor.
